UK Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Balance Books

According to a recent study of municipal councils, English councils are preparing to offload social clubs, sports centres, and shopping arcades as they bet on a fire sale of assets to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of local authorities are planning to sell assets to cover the rising costs of adult and children’s social care.

Councils have in the past come under fire for selling public land and open spaces to support their budgets, but they argue they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a high proportion of authorities seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and utilising savings to manage growing financial challenges.”

Specific Examples of Proposed Sales

One local authority in Kent announced its asset disposal plan included the sale of a retail complex in Rainham and a social club in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Council Tax Rises and Wider Fiscal Strains

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to increase council taxes next April to cover the growing cost of core provisions, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these take time to achieve both improved services and financial savings,” stated Vince Maple.

He continued: “We face demographic pressures which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of regional authorities this week further found council budgets being strained by the increasing figures of young people and older individuals needing special educational assistance.

A network of councils said that local shortfalls will reach £4.4bn a year by 2029, as they struggle to cope with rising needs.

Ministers have delayed planned reforms to the Send system until next year after a white paper outlining those reforms was recently delayed.

Disadvantage and Funding Gaps

According to the most recent indices of deprivation (IMD) covering UK local authorities, many key cities members were included in the most disadvantaged in England.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the 2025 IMD measures,” noted the report.

“While only one key city is among the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of the nation. The figures highlights the scale of difficulties facing local leaders across key cities in the coming year,” the analysis concluded.

“Council officials have been explicit about the need for a equitable and lasting funding system that reflects and responds to the real levels of deprivation and demand,” said a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the study found.
